The next president and congressional leaders should continue to promote value-based purchasing and alternative payment models, President Barack Obama said in an academic article last month.
“With respect to delivery system reform, the reorientation of the U.S. healthcare payment systems toward quality and accountability has made significant strides forward, but it will take continued hard work to achieve my administration’s goal of having at least half of traditional Medicare payments flowing through alternative payment models by the end of 2018,” he wrote in a piece published by the Journal of the American Medical Association. “Tools created by the ACA — including CMMI and the law’s ACO program — and the new tools provided by MACRA will play central roles in this important work.”
Obama also acknowledged parts of the ACA that failed, such as the CLASS long-term care program.
But overall the ACA has made Americans better off, he observed, adding Congress “should avoid moving backward on health reform.”
