CMS issues final rule for Medicaid demonstration

The Centers for Medicare & Medicaid Services has issued a final rule on procedures states must follow when running Medicaid demonstration projects.

The final rule is meant to increase public input while letting states test new coverage and delivery models. It applies to applications for new demonstration projects and extensions for existing projects.

In addition to requiring CMS to initiate a public comment period after a state submits an application, the rule requires states to publish notice of the demonstration application on its Medicaid website and in newspapers.

That notice must include:

• a comprehensive description of the demonstration project application or extension;

• the goals and objectives to be implemented under the demonstration project;

• the proposed healthcare delivery system and eligibility requirements for individuals affected by the demonstration project; and

• an estimate of the expected increase or decrease in annual enrollment and in aggregate expenditures as a result of the demonstration project.
