In a rousing speech geared at swing voters, former President Bill Clinton provided a nod to nursing homes during remarks at the Democratic National Convention.

Clinton gave a biting critique of Republican proposals to turn Medicaid into a block grant program, while cutting government spending on the program by a third.

“A lot of folks don’t know it, but nearly two-thirds of Medicaid is spent on nursing home care for Medicare seniors who are eligible for Medicaid,” said Clinton, who also assailed presidential candidate Mitt Romney’s plans to overhaul Medicare.

Clinton said Romney “wants to go back to the old system, which means we’ll reopen the donut hole and force seniors to pay more for drugs, and we’ll reduce the life of the Medicare trust fund by eight full years.”

Clinton defended other aspects of President Obama’s Affordable Care Act, including funding cuts to providers, the provision banning denial of health insurance for pre-existing conditions, and the controversial Medicare independent payment advisory board (IPAB).
