Six administrators were charged with homicide after a fire killed 89 residents and staff Friday at a seven-floor nursing facility in Kolkata, India.

Six administrators were seen fleeing the scene after the fire broke out, according to Subrata Mukherjee, the West Bengal state minister for public health engineering, in an Associated Press report. They later surrendered to authorities and were charged with “culpable homicide.”

The fire is believed to have started in the facility’s basement at 3:30 a.m., when most residents were asleep. Some published accounts characterized the 190-bed facility as a nursing home, while others called it a hospital. Witnesses told the AP that people living in a neighboring slum rushed to the facility when they first noticed the fire, but security guards turned their help away, claiming the fire was small.

Investigators reported that it took emergency vehicles an hour to reach the scene because of the neighborhood’s narrow streets. This was the facility’s second fire in three years, according to published reports.
