One of the top challenges facing smaller operators is health-insurance coverage. A bill that passed the House Small Business Committee last week might offer some much-needed relief. Specifically, the measure would allow operators with fewer than 100 employees to form health insurance purchasing cooperatives, while also receiving a refundable tax credit of 65% of the insurance's cost. Committee Chair Nydia Velazquez (D-NY) said, "Small businesses should not have to choose between providing health benefits to their employees and keeping their doors open.”
