Budget negotiations collapsed in Congress due to rivaling Republican views, raising the probability that for the third time in three decades lawmakers will not finalize a detailed budget blueprint, according to the Washington Post.

The debate is over tax cuts: the conservative Republicans who want more tax cuts despite record budget deficits do not see eye-to-eye with GOP moderates who are determined to stop them.

The Post says the impasse is more of a political embarrassment than a practical problem for GOP leaders. Currently, both the House and the Senate are following the guidelines of their respective budgets, which offer similar limits on spending.

Senate Budget Committee Chairman Don Nickles (R-OK), who will retire at the end of the year, refused to declare the budget dead while more moderate Senate Republicans say there have been no budget discussions for nearly a month, nor are any planned, according to the Post.
