A House Republican has doubts about a program created by the Affordable Care Act to test new care delivery models for Medicare and Medicaid beneficiaries and dual eligibles.

In a letter to Health and Human Services Secretary Kathleen Sebelius, House Ways and Means Committee Chairman Rep. Charles Boustany (R-LA) wrote that he was concerned that the Center for Medicare & Medicaid Innovation can be given $10 billion over 10 years without being subject to administrative or judicial review.

“Unlike most grant programs at the Department of Health and Human Services, CMMI need not come to Congress each year to explain its performance and justify its use of taxpayer dollars,” Boustany wrote.

One of the goals of CMMI is to improve care delivery and test payment and care coordination models for dually eligible Medicare and Medicaid beneficiaries. Dual eligibles are among the sickest residents admitted to nursing homes.
