Card-check legislation is expected to surface this Congress, and the Obama administration appears to be leaning in favor of such a bill.

Rep. Hilda Olis (D-CA) who has been nominated for secretary of the U.S. Department of Labor, supported the Employee Free Choice Act of 2007. The bill would amend the National Labor Relations Act to require employers to recognize a labor union solely through the “card-check” process. Traditionally, employees have formed unions through secret-ballot elections.

Nursing homes are largely opposed to card-check legislation because it would allow workers to unionize more easily.
